International experts and rapporteurs affirm that the UAE is at the forefront of countries supporting peace and providing humanitarian aid

The “Role of Human Rights Mechanisms in the Context of Armed Conflicts” seminar organised by the Union Association for Human Rights at the United Nations Palace for Human Rights in early April 2024, presented the UAE’s humanitarian endeavours amidst wars and armed conflicts. At the event, which was held at the Palace of Nations in Geneva, the speakers highlighted the UAE’s leading role as a humanitarian aid donor relative to its gross national income. During the seminar, organized by the Union Association for Human Rights in partnership with the Arab-European Forum for Dialogue and Human Rights and various European and international organizations and initiatives on the sidelines of the high-level 55th session of the Human Rights Council, speakers highlighted the UAE’s humanitarian and relief initiatives for those affected by wars and armed conflicts. These efforts contribute to safeguarding the right to life and health by securing water and food, building and equipping hospitals, supporting healthcare systems, and providing treatment for the injured and wounded. These and other support programs are provided in partnership with various international organizations, such as UNICEF and other UN and international bodies. The seminar also recognised the UAE’s contributions during its tenure on the UN Security Council, particularly its support for Resolution 2720 issued by the UN Security Council, urging substantial steps to boost humanitarian aid to Palestinians in Gaza  Strip and safeguard UN personnel and humanitarian workers during conflicts. The seminar advocated for the development of international mechanisms to safeguard civilians during armed conflicts, uphold adherence to international humanitarian law, grant immunity to humanitarian workers, and establish humanitarian ceasefires and safe corridors for civilians’ access to essential services and livelihood support. Additionally, it recommended the prohibition of military actions endangering civilians, especially women and children, bolstering protection for civilian infrastructure and medical facilities, reinforcing international accountability mechanisms for violations and crimes during armed conflicts, ensuring accountability and prosecution, and amplifying the role of non-governmental organisations in humanitarian aid during conflicts. The seminar witnessed broad participation from international experts, UN special rapporteurs, representatives of numerous human rights-focused international organisations and initiatives, as well as journalists accredited by the UN and several participating countries in this session of Human Rights Council meetings. The seminar addressed numerous aspects and topics regarding the efforts of the United Nations and the international community to stop and end wars and armed conflicts, enhance civilian protection, and provide guarantees and measures that strengthen international protection and prevent violations of international human rights law and international humanitarian law. The seminar also discussed the efforts of various bodies and countries in coordinating humanitarian aid and relief in cases of armed conflicts, especially the work done by relevant UN organizations and programs through the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), as well as several international committees, including the International Committee of the Red Cross (ICRC) and Red Crescent Societies. It also addressed the humanitarian aid programs and initiatives provided by countries through their national mechanisms or by supporting UN efforts and initiatives. Professor Balakrishnan Rajagopal, the UN Special Rapporteur on the Right to Adequate Housing, reviewed the negative and devastating impacts associated with wars and armed conflicts. Professor Michael Lynk, former UN Special Rapporteur on Human Rights in the Occupied Palestinian Territories, addressed the UN’s role and mechanisms in protecting civilians during armed conflicts. Dr. Fatima Khalifa Al Kaabi, President of the Union Association for Human Rights, highlighted international efforts regarding humanitarian aid, reconstruction, and development carried out by countries and international bodies during wars and armed conflicts. Professor Willy Fautré, President of Human Rights Without Frontiers, discussed the role of non-governmental organizations in the context of armed conflicts, while Dr. Ramon Rahangmetan, founding president of Sustainable Europe, addressed the efforts and mechanisms of the UN in promoting peace, stopping wars and armed conflicts, and sustaining global development. The seminar concluded with a paper presented by Dr. Ai Kary Sui, President of the Burmese Youth Academy, on “The Role of Education in Enhancing Civil and Humanitarian Protection during Armed Conflicts and Strengthening Commitment to International Humanitarian Law.” The seminar was moderated by Mariam Al Ahmadi, Vice President of the Union Association for Human Rights, who introduced the participants’ contributions, highlighted the role of civil society and the UN, and proposed practical and feasible solutions to improve the situation for civilians during wars and armed conflicts.
