The UAE’s Efforts in Combating Global Terrorism and the Great Sacrifices it Makes in the Fight Against Terrorism and Its Financing

Dr. Fatima Al-Kaabi, President of the Union Association for Human Rights (UAHR), delivered a statement before the 55th Session of the Human Rights Council under Agenda Item 4 on situations requiring the Council’s special attention. In her statement, she emphasized that terrorism is no longer a conventional security threat, but an existential challenge to global human security with grave repercussions for fundamental human rights.
Content of the StatementDr. Fatima Al-Kaabi highlighted the danger of terrorist threats to human security and fundamental human rights, stressing that terrorist operations not only destabilize international peace and security, but also directly lead to:
- Killing of innocent civilians.
- Depriving civilians of the right to life.
- Restricting freedom of movement and threatening personal safety.
Despite significant international efforts by the United Nations, the Security Council, the Office of the High Commissioner for Human Rights, and the UN Counter-Terrorism Committee, the escalation of these threats requires additional and redoubled measures to protect civilians and prevent grave violations.
The statement called for:
- Strengthening the role of the Human Rights Council in addressing terrorist activities.
- Activating international protection mechanisms against the dangers of terrorism.
- International commitment to the International Counter-Terrorism Partnership Agreement.
Dr. Al-Kaabi also praised the United Arab Emirates for its pioneering role in combating terrorism and terrorist financing, noting its effective contributions to protecting civilians and ensuring their access to fundamental rights in accordance with international law and UN resolutions. She also commended the UAE for the significant sacrifices it has made in combating terrorism and its financing.
