
Dr. Fatima Khalifa Al-Kaabi

Dr. Fatima Al Kaabi is an international expert in international human rights law and international humanitarian law, and an advisor on human rights and development policy.
She is a pioneering and active Emirati figure in the field of human rights, with extensive professional experience and effective contributions at the national, regional, and international levels. She has been known for her efforts in promoting the rule of law and aligning policies and practices with international human rights standards.
She currently serves as the deputy chairperson of the National Human Rights Institution (NHRI) and President of the Union Association for Human Rights (UAHR). She has also held many positions, thanks to her advanced experience in the fields of strategy, quality, excellence, and future foresight, in addition to her deep expertise in legal and human rights fields.
Dr. Al Kaabi holds a PhD in Law, a Master’s degree in Human Rights, a Bachelor’s degree in Law, and a professional diploma in human rights from the Global Council for Law, Arbitration, and Human Rights in the USA.
She is an EFQM-Certified Assessor and an LRQA-Certified Auditor. She has authored numerous studies and training materials on human rights, including: “The Protection of Civilians in Non-International Armed Conflicts,” “Torture of the Accused to Make Them Confess,” “Administrative Corruption and Its Impact on Human Rights,” and The Rights of the Elderly in Islam.”
Dr. Al Kaabi is a researcher, activist, and certified trainer in human rights. She has presented working papers and participated in numerous specialized national, regional, and international conferences and forums. She is also a member of high-level national committees, including the National Committee for Combating Human Trafficking and the national cadre specializing in human rights.
Throughout her career, she received many prestigious awards and honors, including the “Minister of Interior Award” and the “Abu Dhabi Police Commander-in-Chief Award,” in addition to more than 15 medals and over 47 certificates of appreciation and recognition from prominent institutions for her effective role and her professional and legal excellence.
She is also an accredited lecturer in human rights and has delivered many specialized training courses, including “International Bodies concerned with the Protection of Human Rights,” “Police Work and Human Rights,” and “Human Rights in Local, Regional, and International Legislation.”
In addition to her professional work, Dr. Al Kaabi has contributed to preparing benchmarking comparisons to determine human rights indicators and has actively participated in a number of community initiatives and civil society organizations.
